Abstract:

In the past few years, the framework of the universities' actions has change as much as the sensitivity of universities and their academics to there own actions. Until recently, universities tended to take "quality" -regardless of how it is defined - for granted as an element that is constituted by their mere existence. Now the term has become a buzzword in university politics. Quality assessment, quality assurance and quality development should lend the university legitimacy and serve as criteria for the distribution of shrinking budget. They are also a battle cry in disputes within universities.
