IT AND ROMANIAN POWER SECTOR

IT applications are gaining more gorund in the Romanian power sector as power companies are being restructured and modernized.It companies on the deregulated Romanian energy market.IT systems and support have become increasingly important in the Romanian energy sector, both when it comes to business development and the technical development within production, distribution and sale of electricity and district heating .IT systems and support have become increasingly important in the Romanian energy sector, both when it comes to business development and the technical development within production, distribution and sale of electricity and district heating. A powerful IT support is becoming essential even with other aspects of power generation, including climate and environmental questions and international power generation system coordination.The Romanian power sector is prone to using sophisticated computer systems with advanced IT programs and applications as a standard, varying from basic administrative systems to production control and customer billing systems. After the deregulation of the energy sector in 1998, a whole new market opened for applications within electricity trade, customer service and measurement analysis. The current trend and also the biggest challenge is for the power companies to integrate the existing function-specific applications on separate servers into fewer and larger compatible systems. The fast development and severe competition have moved corporate IT issues gradually from the system manager level to the CEO level and turned them into major strategic decisions worth the investing of both monetary resources and manpower.
INFORMATION SECURITY IN POWER ENGINEERING

Safety and quality of the supplied energy are not only depending on the traditional power engineering background, but are strongly determined by the security conditions of informatics, too. The formation and the operation of the energy market (like any other electronic commerce application) have to be based on secure communication between the partners. The secret and authentic communication can be ensured using e.g. public key infrastructure. Important goal of the authors was to present the connection, the joint role of several, originally separated fields, namely power engineering, telecommunication and information security. Some of the new results of the research work carried out at S.C.Electrica S.A. are also presented in the paper. Electromagnetic compatibility between mobile telecommunication systems and other civil control and communication systems (e.g. banks, hospitals, air and municipal traffic, industrial digital control systems, fire alarm systems) has been investigated.
EXPERT SYSTEM FOR THE WATER QUALITY CONTROL IN THE ESTUARY ZONE

Development of industry and agriculture put a problem of coastal water pollution control and the synthesis of the monitoring systems with the functions of water quality assessment in the active regimes. Vietnam has the coastal line equaled 3260 km. There are many estuaries and lagoons on the seashore of which the development of anthropogenic systems depends on the sea water quality. At the same time these systems generate the pollutants and contaminate the sea. In the paper an exspert system for the water quality control in the estuary zone is developed- ESECEZ Expert System for the Ecological Control of Estuary Zone
FUZZY SYSTEMS WITH PULSE WIDTH MODULATED CONTROL

Digital controllers with PWM control signals represent a competitive method that offers the performance and economy of a hardware-based solution. These systems with the flexibility of a processor-based solution are used in control systems for fast and slow processes. In the paper a fuzzy control system with PWM control signals is presented and the hardware and simulation results are given to verify its feasibility. It promises enhanced system performance, added flexibility, reduced size and ultimately lower cost.
FUZZY SYSTEM FOR THE ADJUSTMENT OF THE CONTINOUS CURRENT MOTOR’S REVOLUTION

This paper presents the way a fuzzy regulator is made, regulator which is used for the adjustment of the revolution for a continuous current motor. Concrete going from a value of the revolution reference of 700 [rot/min] and from a value of the statorical current of the motor of 0,82 [A], (taking into account that the output of the system is 0 [rot/min] ) all the stages of the fuzzy algorithm are covered and a firm value of the command which is given by the adjustor in this case. The extension of the applications field of the numerical systems for adjustments is, obviously, sustained also by the superior performances achieved by such systems, as is the case of the fuzzy system, comparing with the automation analogical conventional systems.

The rapid growth in the number and variety of applications of the fuzzy logic controller and neural networks reflects the advantages of the intelligent techniques applications. Neuro-fuzzy modeling is aimed at solving real world decision making, modeling and control system problems, witch are usually imprecisely designed and require human operator intervention. In this paper neuro-fuzzy method with their ability to incorporate human knowledge are used in the conception and design of hybrid intelligent systems and models. Implementation of the neuro-fuzzy models and algorithms by using the weighting sums method is proposed
MODELING OF THE HUMAN OPERATOR IN CONTROL SYSTEMS USING NEURO_FUZZY METHODS

The mathematical model of the human operator behavior in control systems is nonlinear because the parameters of transfer function are modifying in time. It has a complex serial-parallel structure with elements of commutation in function of the mental calculation results and of the process conditions and because in many applications the thinking process can be modified in time. In the paper the use of the neuro-fuzzy methods for mental model obtaining is described.
POWER QUALITY CHARACTERISTICS OF COMPUTER LOADS

Computer Loads and systems can be found in all of society’s industrial, commercial, and residential sectors. The nature of these loads in such that they distort the line-current waveforms and, in some cases, can significantly distort the supply-voltage waveforms causing disruption in computer system performance. The voltage (i.e. line-to-line, line-to-neutral and neutral-to-ground) and the phase current waveform characteristics of many computer loads are similar. This paper will present several case studies to reveal the unique power quality characteristics of several commonly used computer systems (e.g. workstations, heating plant process computers). This paper will also discuss the impact of the computer loads on the supply voltage waveforms.
